Can You Install a Metal Roof Over Shingles in Ontario?
Sometimes—but the condition of the existing shingles, roof deck, attic and complete fastening path must be investigated first. This guide explains when a metal-roof overlay may be reasonable and when removing the old roof is the smarter decision.
The short answer
Installing metal over shingles is often called a retrofit, recover or overlay. It can reduce tear-off waste and shorten the period when the home is exposed during construction. Those advantages do not make it appropriate for every house. The old roof becomes part of the new assembly, so its condition must be understood rather than hidden.
The most important question is not simply, “Can metal go over shingles?” It is: “Can this exact metal roofing system be securely and correctly installed over this specific roof, with reliable water management, ventilation, flashing and warranty coverage?”
An overlay may be considered when:
- The existing roof is dry and reasonably flat.
- The deck is sound and suitable for fastening.
- The number of roof layers is acceptable.
- The selected manufacturer approves the assembly.
- All flashings and penetrations can be rebuilt correctly.
Tear-off may be necessary when:
- Leaks or trapped moisture are unresolved.
- The deck is soft, rotten, sagging or unknown.
- Shingles are severely curled or uneven.
- Too many roofing layers are present.
- The new product or local authority requires removal.
Why there is no universal yes-or-no answer
“Metal roof” describes many different products. Long standing-seam panels, modular steel shingles, slate-inspired panels, shake profiles and exposed-fastener sheets do not share one installation manual. Some products are designed for solid decking. Others may be installed over approved purlins or battens. Fastener type, panel geometry, clip spacing, deck thickness, underlayment and allowable substrate vary.
Existing asphalt roofs also vary. One home may have a single, flat layer over sound plywood. Another may have multiple layers, curled shingles, patched leaks and older board decking with gaps. Treating those roofs as equivalent would ignore the conditions that determine attachment, appearance and moisture performance.
Ontario municipalities administer building requirements and may have different permit or documentation processes. The applicable rules, the selected manufacturer’s instructions and the project’s actual conditions must be confirmed before work begins. A webpage cannot approve an assembly for a particular property.
Three approaches contractors may discuss
Tear-off to the deck
The old shingles and underlayment are removed, allowing full deck inspection and repair before the new assembly is installed.
Direct over the roof
An approved underlayment or separation layer and compatible metal system are installed over a suitable existing roof.
Batten or purlin system
Wood or metal framing creates a new attachment plane, provided it is designed, spaced and fastened for the selected roof system.
1. Full tear-off
Removing the asphalt roof exposes the deck. This gives the contractor the clearest opportunity to identify rot, delamination, weak areas, previous patching and unsuitable sheathing. The deck can then be repaired, fasteners removed and the roof prepared for a clean underlayment and flashing installation.
Tear-off creates disposal cost, site debris and temporary weather-exposure risk. It may still be the best value when the condition below the shingles is uncertain. Paying for a permanent exterior roof while leaving a compromised substrate underneath is rarely a sensible trade.
2. Direct-to-deck or direct-over-shingle installation
In an approved direct application, the new system is installed over a prepared existing surface. The Metal Construction Association notes that an underlayment may serve as a separation or slip layer between abrasive asphalt shingles and the back of metal panels. The exact material must be compatible with the panel manufacturer’s instructions and the temperatures expected beneath metal roofing.
High-profile, curled or uneven shingles can telegraph through some metal panels, creating visible waviness. This is especially important with broad, flat standing-seam pans. Surface preparation, panel design, metal thickness and manufacturer guidance influence whether the finished appearance will be acceptable.
3. Batten or purlin installation
Battens or purlins elevate the metal above the old shingles and create a new fastening plane. They can help bridge minor surface irregularities, but they must not be treated as random strips of lumber. Size, orientation, spacing, structural attachment and compatibility with the selected roofing profile must be established.
The Metal Construction Association advises that purlins be mechanically fastened to the roof structure as required—not merely attached to existing shingles or weak sheathing. Raising the roof surface also affects eaves, gables, gutters, skylights, chimneys, dormers and wall transitions. Every affected detail must be redesigned to drain correctly.

What must be inspected before an overlay?
A useful inspection looks at the roof from above and below where access permits. It should identify the existing assembly and test the assumptions on which the new attachment depends.
- Number and type of existing roof layers
- Active and historical leak locations
- Shingle curling, buckling and surface unevenness
- Soft, sagging or visibly damaged roof areas
- Deck material, thickness and fastening condition
- Rafter or truss spacing and structural concerns
- Attic staining, frost, mould or wet insulation
- Soffit intake and upper exhaust ventilation
- Chimneys, skylights and roof penetrations
- Valleys, sidewalls, transitions and additions
- Eave, fascia and gutter relationships
- Manufacturer and municipal requirements
An attic inspection can reveal conditions that are invisible from the exterior: darkened sheathing, corrosion at fastener tips, frost, plumbing leaks, disconnected exhaust ducts or insulation blocking soffit intake. These observations do not replace opening suspect areas when necessary, but they help determine whether covering the existing roof would preserve a hidden defect.
Why the roof deck matters
A metal roof must resist wind uplift, gravity loads, snow effects and normal thermal movement. Its fasteners or clips need a predictable attachment base. If the deck is too thin, deteriorated, poorly secured or incompatible with the product, the new metal panels cannot correct that weakness from above.
Fasteners should achieve the embedment and pull-out resistance required by the roofing manufacturer and project design. A long screw is not automatically a solution: length, diameter, thread, material, corrosion resistance, location and the substrate it actually engages all matter. Where battens form the attachment base, their structural connection must transfer loads into suitable framing or decking as designed.
Deck irregularities can also influence appearance. Sagging sheathing, raised edges or uneven repairs may remain visible through long panels. Correcting the deck before installation protects both structural performance and curb appeal.
Does installing over shingles trap moisture?
It can if the existing roof or attic already contains moisture or if the new assembly lacks a suitable water, air and drying strategy. Asphalt shingles are not the only issue. Indoor humidity, ceiling air leaks, bathroom exhaust, blocked intake ventilation, wet insulation and previous roof leakage can all contribute.
A properly designed retrofit considers how incidental water drains and how materials can dry. Underlayment is a secondary water-shedding layer, not permission to cover wet construction. Cavities created by battens must be intentional and detailed; an arbitrary air gap does not automatically provide effective ventilation.
For a vented above-sheathing design, airflow needs a defined intake at the eave, a continuous path upslope and an appropriate outlet near the ridge. Roof height changes and transitions must be accounted for. For conventional attic ventilation, ceiling air sealing, insulation and clear soffit-to-exhaust pathways remain important.

What goes between shingles and metal?
The answer depends on the metal roof system and approved assembly. A manufacturer may require a specific synthetic underlayment, high-temperature membrane, slip sheet, separation layer or combination of materials. Requirements can change at eaves, valleys, penetrations and low-slope areas.
The separation layer may protect the underside of metal from abrasion caused by the granular shingle surface. It may also provide secondary water shedding during construction and service. It should be installed flat, lapped and integrated with flashings according to its instructions. Wrinkles, unsupported areas and incompatible products can affect the finished system.

Why flashing becomes more complicated in an overlay
Adding material above an existing roof changes elevations. Eaves extend differently, rake edges become thicker, valleys rise and wall or chimney flashings may no longer align. Skylight curbs, plumbing stacks and exhaust vents must connect to the new water-shedding plane rather than remain buried at the old elevation.
Good retrofit flashing removes or rebuilds details as needed so water exits onto the new roof surface. It does not simply cap every old component and surround it with sealant. Sealants have specific roles, but geometry, laps and mechanical integration should perform the primary drainage work.

Is metal roofing too heavy over shingles?
Many steel roofing systems are relatively light compared with some other roofing materials, but weight is only one structural consideration. The existing roof layers, deck condition, framing, snow loads, rooftop equipment and any added battens or sheathing contribute to the assembly.
A visual inspection cannot certify structural capacity. Homes with sagging, altered trusses, long spans, unusual construction or previous structural damage may require professional evaluation. The new fastening system must also transfer wind-uplift loads correctly; lightweight material does not eliminate attachment requirements.
How the old shingles can affect the finished appearance
Metal panels can reflect irregularities in the surface beneath them. Curled shingle tabs, raised patches, uneven decking or widely spaced battens may produce ripples, shadows or misalignment. Broad standing-seam panels tend to make substrate variation easier to see than deeply formed modular profiles, although no product hides every defect.
Preparation may include removing ridge caps, cutting back curled areas, securing loose material, replacing isolated sections, installing an approved separation layer or creating a new, properly aligned substrate. If extensive correction is required, full tear-off may become both cleaner and more economical.
Potential advantages of installing metal over shingles
- Less tear-off waste: suitable asphalt roofing remains in place instead of immediately entering the disposal stream.
- Reduced exposure: the existing roof may continue providing temporary weather protection during portions of the work.
- Potential scheduling efficiency: removing and disposing of shingles can be reduced when the assembly is approved.
- Additional retrofit options: some designs can incorporate a deliberate ventilation cavity or other assembly improvements.
These are potential advantages, not guarantees. Savings can disappear when complicated edge, penetration and flashing modifications are required. Compare complete written scopes rather than assuming an overlay must cost less.
When removing the shingles is usually the safer choice
- The existing roof has active or unexplained leaks.
- Sheathing is soft, rotten, delaminated, sagging or inadequately fastened.
- More roof layers are present than the project can accept.
- Shingles are badly curled, buckled or uneven.
- The attic shows persistent moisture, frost or mould requiring investigation.
- Major deck replacement, structural repair or insulation work is needed.
- The selected metal manufacturer does not approve installation over the existing roof.
- Complex flashing details cannot be rebuilt reliably at the raised surface.
- The municipality or project professional requires removal.

Look for leaks, moisture, sagging, weak decking, ventilation restrictions and structural concerns.

Frequently asked questions
Is installing metal over shingles allowed everywhere in Ontario?
Do not assume one rule applies to every property. Municipal requirements, the applicable building rules, the number of existing layers and the manufacturer’s approved assembly must be confirmed for the project.
Can a metal roof be installed over two layers of shingles?
Multiple layers increase uncertainty, surface irregularity and total roof build-up. They may also conflict with local requirements or manufacturer instructions. Full removal is often the practical choice, but the property must be evaluated.
Will shingles scratch the underside of metal panels?
The granular surface can be abrasive. An approved underlayment or separation layer may be required to protect the metal and provide secondary water shedding. Follow the exact roofing manufacturer’s assembly.
Do battens automatically ventilate the space under metal roofing?
No. Effective above-sheathing ventilation requires a designed intake, continuous airflow path and outlet. Horizontal battens alone can interrupt airflow, while unprotected openings can admit debris or pests.
Will a metal roof hide curled or uneven shingles?
Not always. Irregularities may telegraph through panels or affect alignment. Preparation, the metal profile and the substrate design determine whether the final surface will look acceptable.
Can rotten roof decking stay under a new metal roof?
No responsible assembly should rely on deteriorated decking for support or attachment. Damaged areas need to be exposed and repaired as required before the new roof is installed.
Does an overlay preserve the old shingle warranty?
Do not assume it does. Existing shingle coverage, new metal product coverage and contractor workmanship coverage are separate. Obtain the applicable written warranty terms before deciding.
Is installing over shingles always cheaper?
No. It may reduce tear-off and disposal work, but complex flashing changes, battens, additional sheathing, underlayment and corrective work can narrow or eliminate the difference.
Can standing seam roofing go directly over shingles?
Only when the standing-seam manufacturer approves the substrate and assembly. Broad flat pans can reveal uneven shingles, so a suitable smooth deck or engineered separation system may be necessary.
Should an attic be inspected before installing over shingles?
Yes, whenever access is available. The attic can reveal deck damage, leaks, frost, blocked ventilation, wet insulation and other conditions that influence whether an overlay is appropriate.
